Job Duties

The award- winning Central Office Traffic Operations Division at the Virginia Department of Transportation is seeking a highly qualified responsible charge engineer for the position of Traffic Engineering Program Manager. This leader will serve as statewide expert and program manager for the traffic control devices (TCD) and intelligent transportation systems (ITS) engineering program. Provide significant impact to road user safety and operational efficiency by developing policies and effective implementation of tools, standards, guidelines, and processes such that TCDs and ITS on VDOT’s roads and highways can be designed, installed, operated, and maintained consistently, appropriately, and in a sustainable and fiscally responsible manner. Position specific areas of responsibilities and duties of the Traffic Engineering Program Manager include but are not limited to:

• Key Traffic Control & ITS Engineering program areas oversight and management
• Traffic Control & ITS Engineering Policy, Guideline & Application
• MUTCD, VA Supplement, Va Code traffic application & legal alignment
• Traffic control, ITS & Electrical Specifications & Standards
• Traffic control & ITS Approved Products List clearinghouse
• Traffic Control Support for Paving Program
• Traffic elements design review & waivers
• Ancillary structure design standards & requirements
• Develop and manage governance documents and other critical deliverables used across agency programs including the Manual on Uniform Traffic Control Devices (MUTCD), the Virginia MUTCD, TCD/ITS standards & specifications, and TCD/ITS Approved Product List, TCD/ITS policies & procedures.
• Maintain and build proactive and effective relationships with internal and external customers associated with the engineering, manufacturing, installation, design, and maintenance of TCDs and ITS.
• Work closely with districts, regions, local jurisdictions, VDOT Divisions and other stakeholders to provide support in developing TCD and ITS programs to include training, development of tools to support decision making, and facilitate alignment with the evolving needs of the users of Virginia’s transportation system and the rules of the road as establish by the Code of Virginia.

Minimum Qualifications

• Experience applying supervisory and human resources practices and principles to include hiring, discipline, performance management and employee development.
• Experience in traffic engineering and operations principles, practices and procedures, particularly traffic flow theory.
• Degree in Civil Engineering or related field.
• Ability to develop effective relationships at all organizational levels.
• Ability to analyze large quantities of complex data and to manage multiple, complex statewide programs.
• Valid Professional Engineer’s license.
• Experience in traffic engineering analysis practices and related software.
• Experience in the use of computers and software applications to include traffic engineering software.

Additional Considerations

• Experience with the development and application of laws, regulations, specifications, policies, and procedures related to traffic control devices and intelligent transportation systems.
• Experience in policy development, interpretation, and analysis. Experience planning and conducting studies, preparing reports independently, and the ability to analyze data, draw logical conclusions and document results and recommendations.
• Progressively responsible professional engineering experience related to program, project management and delivery. Managerial level experience leading professional engineering staff and consultants, supervising and training others.
• Experience in traffic engineering, especially micro-simulation.
• Experience in the design of complex relational databases and in the operation of technological solutions.
• Experience in traffic engineering, traffic control device, sand ITS programs, including senior-level management experience as responsible charge engineer.
• Ability to communicate effectively with others both orally and in writing, including presentations.
• Experience in applying engineering applications related to state and local government operations; applying engineering principles to resolve complex engineering applications; making oral presentations before public groups relative to the merits of engineering applications; writing engineering reports and related correspondence.
• Experience in the use of computers and software applications to include ArcGIS and MS Office.
• Experience applying industry and/or standards such as MUTCD, AASHTO criteria, technical drawings, and specifications.
• Experience in policy development, interpretation of laws, technical analysis.
• Experience with the development, management and implementation of transportation performance measures, programs, and improvement projects.
• Have a high level of technical expertise in traffic engineering and operations to represent VDOT at local, state, and national level.
• Knowledge of civil and traffic engineering principles and practices for the design of traffic control devices, ITS elements, and related communications systems.
• Knowledge of Cyber Security Policies, Regulations, Standards.
• Knowledge of ITS and Systems Architecture
• Knowledge of ITS/CAV emerging technologies
