Engineer Specialist Traffic (Richmond District)

VDOT Richmond District Operations is seeking a highly qualified individual to join the Traffic Design group to conduct routine to complex traffic engineering, safety, and operational studies to provide an efficient and safe highway system for the traveling public. Collect and evaluate data, document field conditions, and develop recommendations for improvements. Prepare sketches and designs using software applications. Conduct traffic engineering plan reviews.

Core responsibilities include but are not limited to:

  • Perform plan reviews and provide support for construction and maintenance projects. Plan reviews will be the primary function of this position.
  • Prepare correspondence and technical documents with recommendations for corrective measures and improvements.
  • Conduct in-field work zone reviews. This may include field review of work zones with occasional night work.
  • Prepare designs and sketches for work zones, signage, pavement markings, traffic control, detours, and other improvements.
  • Perform allowable work hour assessments and detour plans.
  • Conduct Traffic Engineering Studies related to signs, pavement markings, and traffic signals.
  • Collect and analyze data and compile reports for study findings and recommendations.
  • Prepare and review Transportation Management Plans.
  • Provide technical assistance to VDOT staff and outside consultants in assigned areas of traffic
    design.
  • Serve as a subject matter expert representing traffic engineering at preconstruction meetings.

Minimum Qualifications

• Skill in collecting and analyzing traffic data and developing recommendations.
• Ability to develop solutions to complex traffic issues in assigned area.
• Ability to manage multiple assignments simultaneously and work in a fast-paced, urban environment.
• Working knowledge of traffic engineering principles and current practices, standards, and regulations
• Comprehensive knowledge and extensive experience conducting various in-house traffic studies.
• Ability to communicate effectively orally and in writing with internal and external customers.
• Knowledge of standard office and traffic engineering software including proficiency in MicroStation
• Ability to lead and train others.
• Ability to read and interpret road construction plans.
• Valid driver’s license.

Additional Considerations

• Experience conducting meeting with internal and external customers or other entities such as citizens and local jurisdictions.
• Experience working in a traffic engineering environment.
• Familiarity with MUTCD, Virginia Work Area Protection Manual, Highway Capacity Manual and VDOT Road and Bridge Specifications, Virginia Road Design Manual, Virginia Technical Guidance Memorandum
• A combination of training, experience or education in Civil Engineering, Transportation Engineering or related field desired.
• Experience collecting and analyzing traffic data and developing recommendations.
• Guardrail Installation Training (GRIT) certification.
• Advanced Work Zone Traffic Control Training certification

Special Instructions

Position is designated as essential to emergency operations and will be required to work outside normal work hours to ensure the safety of the traveling public. Fingerprint based background check, references, work history and DMV records will be verified prior to employment. Applicants must be eligible to work in the United States.
