District Operations Assistant Engineer

NOVA VDOT is seeking a District Operations Assistant Engineer to assist the District Traffic Operations Director in providing leadership and direction to the assigned section involved in delivering customer service-oriented programs to reduce traffic congestion, improve system safety, timely clearance of incidents, disseminate up-to-date traveler information and ensure appropriate security levels on critical infrastructure.
You will assist in program efforts to meet statewide performance measures and objectives, and maintain all assets involved in traffic engineering systems as well as any special facilities designated as operations assets for the district to a high standard. This position will assist with responsibilities of planning, staffing, budgeting, expenditures, employee relations, and evaluations.

Responsibilities will include but may not be limited to:

Program Management- Provide leadership and create an environment of high performance, commitment, partnership, and support for the achievement of business goals. Organize work unit and assign workload ensuring effective use of human and fiscal resources. Monitor workload assignments such that projects and tasks are completed in support of VDOT programs. Manage time and adjust priorities of tasks. Provide on-going direction to project manager roles. Establish organizational structure supporting effective project management. Evaluate performance and adjust. Optimize resources across projects.

Financial, Contract, and Human Resources Management- Assist in the strategic direction and management of the district financial and human resources activities. Oversee the management of contracts for services. Manage MEL within the district operations-traffic engineering programs. Direct all pertinent employee safety functions.

Maintenance and Inspection- Assist in the direction of assets under the district operations function to be inspected and maintained. Assist in the oversight of preventative, planned and emergency repair services for all assets. Assist in the oversight of project management for all.

Budgets- Manage budgets to ensure expenditures do not exceed allocations by providing oversight and direction to the development and management of budgets for each functional area.

Traffic and System Engineering- Assist in the strategic leadership of the Traffic function to develop and deliver engineering studies and analyses necessary to support operational enhancement, including signal optimization, signal studies, speed zones, safety engineering, signing and other operational engineering support functions. Oversight to ensure coordination with other units to provide traffic engineering analysis and recommendations.

Operations Management- As needed will assist in the planning and directing of 24-7 operations that affect traffic flow. Assist in the management of Traffic Operations Center functions, as well as freeway management systems and traffic signal system operations. Assist in the delivering of the Incident Management Program. Assist in the coordination of regional work zones in major transportation corridors. Assist in directing resources in managing all emergency operations for the district in support of district functions for snow removal, flooding, and other emergencies.

Strategic Management- Participate with other top departmental senior managers in implementing agency mission, goals, and objectives. Engage fully as a member of the district’s senior leadership team by working with team members to support and promote achievement of district performance goals. Work on district-wide and special initiatives at DA request. Offer ideas and suggestions to team members supporting process improvements and program efficiencies. Ensure core functions and strategic initiatives are appropriately resourced and linked to the larger VDOT strategic plan.

Communication- Enhance current outreach efforts both internal and external to VDOT. Promote VDOT’s mission to the community, business partners, and other stakeholder groups. Respond to inquiries from the public, DOT officials, CTB members, news media, and local, state, and federal agencies concerning district transportation activities, problems, projects, etc. Collaborate and communicate VDOT initiatives to other government entities. Strengthen relationships with legislators, local leaders, and other stakeholders. Maintain communication and outreach efforts with legislators, government and planning agencies, media, citizen groups, and a variety of special interest groups concerning project status, progress, successes, and challenges.

Technical Guidance- Demonstrate considerable knowledge of sound engineering practices and project management procedures to address transportation related matters. Apply sound technical guidance to resolve problems and issues. Suggest modifications and changes to current technical policies and directives to improve effectiveness and efficiency. Attend meetings, facilitate actions, and communicate. Correspond with appropriate officials in support of VDOT values, goals, and objectives.

Minimum Qualifications

• Considerable knowledge of civil engineering principles and practices, particularly those related to traffic engineering and transportation system operations.
• Degree in Civil Engineering or related field.
• Valid Professional Engineer’s license.
• Knowledge of principles and applications of intelligent transportation systems and congestion management.
• Ability to make decisions to affect organizational change, improve service delivery, establish clear objectives and priorities, and achieve measurable results and performance
measures.
• Experience directing programs, as well as the management of the financial and human resources assigned.
• Considerable knowledge of transportation laws, regulations, policies, and procedures pertinent to the field of traffic management and operations.
• Ability to analyze and evaluate complex system operations problems and challenges and develop appropriate cost-effective solutions. Ability to supervise staff, programs, and
budgets.

Additional Considerations

• Experience leading and directing multiple programs, services, and functions in a fast-paced environment.
• Progressively responsible experience managing professional, engineering, technical and administrative staff, and financial resources for a complex multi-function organization.
• PMP certification.
• Progressively responsible experience directing a geographically dispersed operational function.
• Experience in real time 24/7 Operations Management functions (TOC, IMC, and signal/freeway operations)
