VDOT Richmond District, Traffic Operations Section is seeking an experienced Engineering Project Administrator to serve as a responsible charge engineer to lead, direct and coordinate the needs identification, prioritization, planning, programming, project development and project delivery oversight for district traffic operations related projects. You will provide engineering design support and construction administration services for traffic control devices (TCD), intelligent transportation systems (ITS) and signal projects, etc.; manage district traffic operations contracts to include providing resource oversight regarding workload, manpower, contract and consultant requirements for projects; and develop/manage project performance metrics. This position will provide direction, leadership and professional engineering advice to staff; manage the development of and monitoring of budgets/expenditures for assigned program areas; and manage VDOT resources and partner with contractors to facilitate on-time completion of traffic operations projects. Position will review, coordinate, and schedule projects and monitor progress throughout construction phase; manage and facilitate contract and construction quality improvement; and prepare and review technical reports. You will work closely with other district staff to manage projects through the design stage phase to contract advertisement; and respond to technical inquiries from local government agencies, stakeholders, other VDOT employees, the public and special interest groups.

Minimum Qualifications:
• Valid Professional Engineer’s license.
• Knowledge of supervisory principles and practices to include performance management and discipline.
• Skill in quality control, maintenance of construction schedules, safety, subcontractor responsibility and client relations; and applying environmental due diligence requirements.
• Ability to communicate effectively orally and in writing with diverse audiences and to deliver presentations and conduct meetings.
• Skill in the use of computers and software applications to include project management software and spreadsheet analysis.
• Skill in transportation engineering, systems engineering, project management, resources and workload management, construction management and strategic planning techniques
• Skill in budgeting, contract negotiation, contract management, personnel management, and performance management.
• Skill in project development and management process including pertinent scheduling and cost estimating systems.
• Skill in leadership, management, and negotiations with the ability to build consensus, provide open communications, make professional decisions and recommendations.
• Degree in Transportation Engineering, Systems Engineering, Transportation Planning or related field.
• Valid driver’s license.
Additional Considerations:
• Progressively responsible traffic engineering and/or transportation planning experience.
• Extensive knowledge and experience in transportation engineering, systems engineering, project management, resource management, construction management and strategic planning techniques.
• Experience in Intelligent Transportation Systems, telecommunication technologies, infrastructure design, and Geographic Information Systems.
Special Instructions:
Position is designated as essential to emergency operations and will be required to work outside normal work hours to ensure the safety of the traveling public.
