VDOT Richmond District, Traffic Engineering Section is excited to announce they are seeking an experienced Assistant District Traffic Engineer to oversee and manage traffic engineering design activities for traffic control devices (signs, signals, lighting, pavement markings, markers, ITS devices, etc.). You will provide PE level review and signatory authority for designs, oversee field review, plan preparation, and cost estimates. Position will manage the development of and monitoring of budgets/expenditures for assigned program areas; and manage resources to provide data, recommendations and contract support for traffic safety and operations programs and projects. Selected candidate will provide project management and coordination ensuring that established performance measures are met; communicate with staff, public, other VDOT employees, and stakeholders to resolve complex engineering issues and respond to concerns; and provide oversight of resources for field support for operations, maintenance and construction projects.

Minimum Qualifications:
• Valid Professional Engineer’s license.
• Ability to plan, supervise, evaluate, and train others.
• Demonstrated ability to plan, coordinate and prioritize multiple assignments with set timeframes.
• Demonstrated ability to design and review traffic control device plans.
• Skill in the use of computers and software applications to include traffic engineering design programs (e.g. AGI, Guide Sign, MicroStation).
• Experience applying civil and traffic engineering principles and practices for the design of traffic control devices.
• Experience applying project development process, policies, guidelines and regulations related to traffic control devices and ITS elements.
• Demonstrated ability to interpret and use construction plans, MUTCD, Road and Bridge Specifications and Standards and various federal and state policy design manuals.
• Experience managing traffic engineering programs and services.
• Degree in Civil Engineering or related field.
• Valid driver’s license.

Additional Considerations:
• Experience in strategic planning, human resource and financial management, and communications with local government, elected officials, citizens, and consultants.
• Progressively responsible experience managing traffic engineering operations within an organization.
• Progressively responsible experience in the design of traffic control devices and ITS elements.
• Project management level experience in Traffic Engineering and design.
• Ability to communicate effectively orally and in writing with diverse audiences, to make presentations and conduct meetings.
• Progressive managerial and supervisory experience.
• Professional Traffic Operations Engineer (PTOE) certification.

Special Instructions:
Position is designated as essential to emergency operations and will be required to work outside normal work hours to ensure the safety of the traveling public.
