Our Location and Design Division is seeking an Engineering Section Manager to join our team. The selected candidate will be responsible for designing, managing and producing Right of Way and Construction Plans for a wide range of transportation projects using computer design software.

The selected candidate will be responsible for:
• Project Development and Management: Performing lead roadway project design as responsible-charge engineer, producing and managing design deliverables in accordance with VDOT and AASHTO standards, specifications, policies, and procedures. Demonstrated knowledge of roadway design and traffic operation principles and the design of standard and special design roadway items. Developing roadway designs and perform project scheduling tasks. Managing time and adjusting priorities as needed. Applying Practical Design engineering principles while completing design tasks to deliver high quality design plans in accordance with the VDOT Project Development Process.
• Location and Design Leadership: Providing leadership for Location and Design during review, negotiation, administration and construction of PPTA and Design Build projects and related services for the Innovative Project Delivery Division.
• Quality Control: Maintaining quality of product produced by section. Performing required checks throughout review process. Ensuring electronic files are archived at proper stages of project. Conducting peer reviews and ensuring that project documents/deliverables are reviewed for correctness, completeness, and constructability prior to submission. Maintaining clear and concise documentation of technical decisions while utilizing good engineering judgement.
• Computer and CADD Skills: Demonstrating skill in roadway design tasks using MicroStation and ProjectWise File Management System, as well as other non-CADD computer applications. Completing roadway design tasks utilizing MicroStation and OpenRoads/ORD software. Developing and managing scope, schedule, and estimates for assigned projects. Computing quantities and preparing accurate construction estimates using VDOT software packages, including AASHTOWare Project Preconstruction.
• Roadway Design and Technical Assistance: Demonstrate thorough knowledge of roadway design and hydraulic and survey principles to apply to complex projects. Taking appropriate action to resolve difficult problems.
• Team Leadership: Allocating and coordinating workload demand. Providing oversight of multiple projects. Meeting regularly with section members to review work progress and resolving any problems to keep projects on schedule. Ensuring all project elements conform to applicable agency, state and federal guidelines and are managed in accordance with the division’s processes. Supervising road design staff.
• Program Delivery: Reviewing, developing, and updating guidelines, policies, procedures and directives for statewide implementation. Assisting in monitoring, reviewing and developing technical documents for engineering program directives and procedures. Providing program leadership and evaluate current statewide programs and policies, and proactively identify ways to improve and enhance safe, effective and efficient methods.
• Expert Technical Consultant: Provide technical engineering advice, guidance and training to staff, other VDOT sections and agencies on engineering program materials, policies, procedures, laws, regulations and guidelines. communicating and coordinating with exemplary customer service for both internal and external customers.
• Manage Special Projects or Initiatives: Provide support to leadership by conducting or leading special program initiatives or projects as assigned. Represent VDOT or assigned program area on various committees or task groups as required.

Minimum Qualifications

• Experience applying principles of roadway safety impacting roadway designs.
• Experience applying AASHTO and VDOT design standards, specifications, policies and
procedures.
• Ability to plan and schedule work effectively.
• Degree in Civil Engineering or related field.
• Valid Professional Engineer’s license.
• Ability to train others in the application of civil engineering principles and techniques.
• Skill in the use of computers and software applications to include engineering and design
software.
• Experience in civil engineering principles related to roadway design and standard design
technical knowledge.
• Experience in quality assurance and quality control programs, procedures and processes
related to roadway design and safety.
• Experience applying roadway design criteria, basic structural design and construction
methods.
• Ability to communicate effectively orally and in writing with diverse groups and to build
networks and relationships with others.

Additional Considerations

• Supervisory experience in highway civil engineering.
• Progressively responsible supervisory experience in highway civil engineering, report
writing, evaluation, research and training.
