General Statement of Job

Under general supervision, performs difficult professional work related to the design, construction, and management of multiple complex transportation projects. This position is responsible for independently managing and guiding the successful completion of complex construction and engineering transportation projects on time and within budget. Position may include the supervision of other project management and transportation staff. Employee is responsible for providing customer service to residents impacted by construction activities. Reports to the Director of Transportation.

Special Duties & Responsibilities

  • Provides project management services during the development, planning, and construction of new facilities, renovations, and improvements of facilities, and civil/site construction projects, and inspects completed projects.
  • Monitors and inspects construction activities, materials, and workmanship to ensure scope, schedule, budget, and priority. Identifies any variances and takes corrective action.
  • Prepares and/or assists in the preparation of technical specifications and contract documents for bidding and award of construction contracts.
  • Coordinates the work of consulting engineers and consultants.
  • Coordinates County transportation projects and studies with the Virginia Department of Transportation.
  • Represents County transportation at the Virginia Department of Transportation and other State meetings potentially impacting County transportation projects and studies.
  • Provides customer service to residents impacted by construction; responds to questions and requests for information/assistance; researches problems and initiates problem resolution.
  • Prepares or completes status reports, contract documents, contract change orders, engineering services amendments, or other documents.
  • Maintains a comprehensive and current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; maintains professional affiliations.
  • Assists in the inspection of facilities and structures associated with County transportation construction projects, as needed.
  • Assists with representing County transportation at County meetings and with outside stakeholders, as needed.
  • Assists with Federal/State/Regional grant funding programs to obtain funding for County transportation projects.
  • Provides technical assistance and expertise to County staff as needed.
  • Provides supervision over other project management or transportation staff, if needed.
  • Performs other related duties as required.

Minimum Training & Experience

Bachelor’s Degree with coursework emphasis in Civil Engineering, Construction Management, Transportation Engineering, Transportation Planning, or a related field and six (6) years of relevant experience in construction management, engineering, project inspection, transportation engineering, transportation planning, or contract administration preferred; or any equivalent combination of education, training, and experience which provides the required skills, knowledge, and abilities.

Certification as a Project Management Professional (PMP) from the Project Management Institute or a Professional Engineer (PE) license is preferred.

Must possess or be able to obtain within six (6) months from the start of employment a VDOT Locally Administered Project (LAP) Qualification Program Certification.

Must possess and maintain a valid Commonwealth of Virginia driver’s license.

Special Requirements

  • Knowledge of the County’s transportation facilities, transportation plans, and Design Standards Manual.
  • Knowledge of the VDOT Locally Administered Projects Manual and Road Design Manual.
  • Knowledge of transportation maintenance work.
  • Knowledge of the occupational hazards involved and the proper safety precautions necessary at varied construction sites.
  • Ability to understand and follow oral and written instructions.
  • Ability to establish and maintain effective working relationships as necessitated by work assignments.
  • Ability to evaluate, audit, deduce, and/or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives.
  • Ability to apply principles of persuasion and/or influence over others in coordinating activities of a project, program, or designated area of responsibility.
  • Ability to perform in a supervisory capacity over subordinate supervisors.
  • Ability to read a variety of informational, engineering, and technical documentation, directions, instructions, and methods and procedures.
  • Ability to write reports with proper format, punctuation, spelling, and grammar, using all parts of speech.
  • Ability to speak with and before others with poise, voice control, and confidence using correct English and a well-modulated voice.
  • Ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
  • Ability to utilize consulting and advisory data and information, as well as reference, descriptive, and/or design data and information as applicable.
  • Ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; may include the ability to perform mathematical operations with fractions; may include the ability to compute discount, interest, profit and loss, ratio and proportion; may include the ability to calculate surface areas, volumes, weights, and measures.

PHYSICAL REQUIREMENTS

Must be physically able to operate a variety of equipment and tools, such as a motor vehicle, computer, printer, copy machine, fax machine, calculator, telephone, or surveying equipment. Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing, and/or pulling of objects and materials of moderate weight (12-20 pounds). Requires the ability to inspect items for proper length, width, and shape, visually, with job-related equipment. Requires the ability to coordinate hands and eyes in using job-related equipment and operating motor vehicles. Requires the ability to handle a variety of items, job-related equipment, control knobs, switches, etc. Must have the ability to use one hand for twisting or turning motions while coordinating the other hand with different activities. Must have moderate levels of eye/hand/foot coordination. Requires the ability to differentiate colors and shades of color. Requires the ability to talk and/or hear (talking – expressing or exchanging ideas by means of spoken words; hearing – perceiving the nature of sounds by ear). Must be able to communicate via telephone.
