Richmond District Traffic Operations Division is seeking an experienced Engineer Senior Supervisor Signal Operations to assist in the program delivery of VDOT’s traffic signal control systems/service as responsible charge engineer over signal phasing and timing plans. You will provide decision support and analysis of freeway operations to include impacts of lane closures required to accommodate maintenance and construction activities. Assist with analysis of traffic engineering studies and prepare the signal timing and coordination at new/existing signal locations, improve operations, decrease turnaround time, and streamline work processes; and strategically develop and implement the traffic signal systems program. Lead a team in the development of policies, procedures and practices reflecting proactive management of the arterial transportation network; and oversee in-house assessments and develop alternatives, guidance/recommendations. Support the real-time traffic signal operations using decision support tools and technologies and various traffic management and analysis tools; sign and seal any clearance interval or phase changes to traffic signals; and direct TOC staff for event-driven, real-time traffic signal operations. Manage the development/optimization of signal timing plans using signal optimization and simulation software to alleviate recurring congestion and to accommodate traffic pattern changes. Assist in the development of technical requirements for technology projects and implementation of the traffic control strategies.

Minimum Qualifications:

Requires Professional Engineer License (PE); significant knowledge of the concepts of Arterial System Management, Traffic Management Center Operations and Traffic Signal Systems; of engineering principles/practices related to traffic engineering, traffic control equipment and related communication systems; and of Federal, State and local laws/codes and ordinances pertaining to traffic control and engineering. Skill in providing and promoting good customer service to internal/external customers; and in the use of computers and software applications. Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings; and to supervise, coach/train a diverse staff and builds effective teams. Experience in automated signal control system operations and characteristics; signal timing and adaptive signal control; and analysis and simulation software such as Synchro, CORSIM and VISSIM. Valid driver’s license required.

Preferred Qualifications:

Significant experience in various aspects of traffic signal systems, ITS hardware and software and implementation of signal systems and ITS projects including feasibility studies, system design, analysis, deployment, construction, management and continuing operations and maintenance. Degree in Civil, Electrical, Systems Engineering or related field preferred. Experience using various transportation software (Signal System Central Software, Synchro, HCAS, CORSIM, VISSIM, etc.); in design, deployment and operation of signals and ITS systems; and in the use of complex information and asset management systems, databases, GIS applications, CADD and Microsoft Office. Experience applying concepts for Integrated Corrido Management (ICM), Active Traffic Management, Communications Systems, Traffic Signal Interconnect and Adaptive Traffic Signal Systems.
